1.      The TPB BANK PLC has set aside funds for the operation of the Bank during the Financial Year 2019. It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for theprovision of Central Printing Solution to the Bank

1. Tendering will be conducted through the National Competitive bidding procedures specified in the Public Procurement (Regulations, 2013 – Government Notice No. 446 and is open to all Tenderers as defined in the Regulations.
2. 3. A complete set of tender documents in English may be purchased by interested Applicants on the submission of a written application to the address given under paragraph 4 above and upon payment of a nonrefundable fee of Tshs. 100,000 (one hundred thousand shillings). The method of payment will be by Cash deposit payable to the Chief Executive Officer, TPB Bank PLC, P.O. 6.      All Tenders must be accompanied by a Tender Securing Declaration in the format provided in the Tendering Documents.

TradeMark East Africa (TMEA) is an organization funded by a range of development agencies to promote regional trade and economic integration in East Africa. The Government of Somaliland has been allocated grant funds from TradeMark East Africa which are administered by TradeMark East Africa and executed by Ministry of Transport and Roads Development. TMEA intends to apply the funds to eligible direct payments under the contract for which this request for proposal is issued.

TMEA seeks to engage the services of qualified consultancy firms/consortium to provide Consultancy Services for the above-mentioned consultancy services.

TERMS OF REFERENCE

Introduction

Evaluation at the United Nations Population Fund (UNFPA) serves three main purposes, it: (a) Demonstrates accountability to stakeholders on performance in achieving development results and on invested resources;  (b) Supports evidence-based decision-making by providing credible information to support decision-making by management on planning, budgeting, implementation and reporting as well as improvement of policies and programmes; and (c ) Provides important lessons learned, expanding the existing knowledge base on how to accelerate implementation of the Programme of Action of the International Conference on Population and Development (ICPD). UNFPA evaluations apply the United Nations Evaluation Group (UNEG) definitions, principles and norms. 

Evaluation Objectives

The specific objectives of the evaluation are two-fold:

1. Assess the relevance, effectiveness, efficiency and suitability of UNFPA’s family planning interventions towards meeting Tanzania Mainland and Zanzibar goals; and UNFPA’s Corporate Strategy transformative results.

2. Propose and outline effective family planning interventions that UNFPA should take forward in support of family planning programmes in Tanzania Mainland and Zanzibar, which are grounded in UNFPA’s comparative advantage and its ability to deliver results.

Qualifications:

The evaluation will be conducted by an institution. The institution must have a good track record and extensive experience in planning and conducting evaluations, particularly in the field of health.

Duration of the consultancy

The duration of the consultancy is expected to last no more than 24 working days with scheduled payments over a period of two months. The study is expected to commence late October 2019.

10.  Pre-Bidding Meeting will be conducted on 02^nd October, 2019 at 10.00am Hours Local Time at TPA’s Head Office, Bandari Tower One Stop Centre Plot 1/2, Sokoine Drive, 26th Floor Conference Room.

11.  Deadline for submission of tenders is on 11^th October, 2019 at 10.00 a.m. local time.
